Are the Atlantic and Rural Immigration Programs Actually Easier?

Last reviewed: 2026-08-17

Short answer: easier in that there is no points competition, harder in that the door is much narrower. The Atlantic Immigration Program (AIP) and the Rural Community Immigration Pilot (RCIP) skip the CRS ranking entirely — but neither starts without a job offer from a government-designated employer, and RCIP adds a community recommendation on top.

Who this does not work for

  • A job offer from an employer that is not designated. However good the offer, it cannot be used on this route.
  • Anyone looking for RNIP. The Rural and Northern Immigration Pilot ended on 31 August 2024 and takes no new applications. RCIP and FCIP replaced it.
  • Work located outside the community. RCIP and FCIP jobs must sit inside the community boundary, and the employer must do at least 75% of its business work inside the community.
  • A business you or your spouse control. AIP bars majority owners; RCIP and FCIP bar ownership or control above 50%.
  • Staffing agencies, consulates, and businesses owned by an authorized immigration representative (RCIP/FCIP).
  • Self-employment used to meet the experience requirement.

That funds gap is real: for a single applicant RCIP asks roughly 2.75 times what AIP asks. Both waive proof of funds if you are already working in Canada on a valid work permit.

The 14 RCIP communities

Pictou County (NS) · North Bay (ON) · Sudbury (ON) · Timmins (ON) · Sault Ste. Marie (ON) · Thunder Bay (ON) · Steinbach (MB) · Altona/Rhineland (MB) · Brandon (MB) · Moose Jaw (SK) · Claresholm (AB) · West Kootenay (BC) · North Okanagan Shuswap (BC) · Peace Liard (BC)

The 6 FCIP communities

Acadian Peninsula (NB) · Sudbury (ON) · Timmins (ON) · Superior East Region (ON) · St. Pierre Jolys (MB) · Kelowna (BC)

Sudbury and Timmins appear in both, so the two pilots together cover 18 distinct communities. FCIP has no English test option — it requires NCLC 5 in French across all four abilities. Kelowna being an FCIP community surprises people; the French requirement is the catch.

Counting the hours

Both use 1,560 hours, over different windows: AIP looks back 5 years, RCIP and FCIP look back 3. Paid work only, no self-employment, and Canadian experience must have been authorized by a valid work permit.

The occupation matrix differs too.

Healthcare gets an exception in both: LPN (31201) and RN (31301) experience can support a job offer in NOC 33102 or 44101 under AIP; RN experience does the same under RCIP.

The graduate exemption

Both waive the work experience requirement for local graduates, with tight conditions.

  • AIP: a 2-year-or-longer credential from a recognized post-secondary institution in one of the four Atlantic provinces, obtained less than 2 years before applying, full-time throughout, and at least 16 of the 24 months before graduating spent living in an Atlantic province.
  • RCIP: a 2-year-or-longer credential from a public post-secondary institution in the community, PR applied for within 18 months of the credential, and at least 16 of the last 24 months lived in the community while studying. Master's degrees of 2 years or less have their own variant.

Both exclude programs where ESL or FSL made up half or more, where distance learning made up half or more, and anyone on a scholarship requiring return home.

The employer gate — this is the narrow part

And one sentence IRCC states outright: "The Rural and Francophone Community Immigration Pilots don't match candidates with jobs." Communities publish their designated employers and openings on their own websites. Finding the job is entirely on you.

So — easier or not?

  • Easier: no CRS competition, lower language bars (RCIP TEER 4–5 asks CLB 4, below the CLB 5–7 that CEC requires), and no LMIA.
  • Harder: the employer pool narrows three times over — designated, in a priority occupation, doing 75% of its work inside the community. There is an extra assessment step in the community recommendation. RCIP settlement funds run 2.75× AIP's. And you have to actually live there.

For someone whose score will not clear an Express Entry category draw, this deserves a serious look. For someone shopping for a shortcut, it is not one.

FAQ

Is this work-permit-first, then PR? No — both are direct PR applications. RCIP lets you apply alongside for a 2-year employer-specific work permit, and your spouse or common-law partner can apply for an open work permit valid only in the same community. AIP allows a parallel temporary work permit with a provincial referral letter.

How many spots does each community get? No government page we could find publishes per-community allocations, caps or quotas. We will not estimate a number. Each community runs its own priority occupations and process on its own website.

Really no LMIA? Really. All three employer pages state "You don't need a labour market impact assessment." AIP instead requires the employer to show at the endorsement stage that the job could not be filled locally.
